Arizona HB 2376 widens the Clean Elections Voter Education Guide to county races
Arizona House Bill 2376, sponsored by Rep. Pamela Carter (R-LD 4), amends the Citizens Clean Elections Act so that every candidate for county-wide office will appear in the state-mailed Voter Education Guide beginning with the 2026 cycle. Under the new language, each candidate may submit a 200-word statement and photo at no cost; if a candidate declines, the guide will note “no statement submitted.” (LegiScan, Arizona Legislature)
The Clean Elections Commission will continue to fund the guide with its existing revenue stream of voluntary tax-checkoff dollars, candidate surcharges and campaign-finance penalties, so HB 2376 adds no burden to the state General Fund. Because the measure touches voter-initiated statutes, it required—and received—a three-fourths supermajority in both chambers (House final 58-0; Senate final 28-0). Fit with Carter’s issue agenda
- Election integrity and transparency – Carter’s platform calls for “fair, honest, and accurate elections.” Giving voters a single, statewide source of vetted information on county candidates addresses the “drop-off” that often occurs on down-ballot races, strengthening trust in local results. (Pamela Carter)
- Accountable, limited government – By removing the pay-to-play barrier of buying space in local pamphlets or mailers, HB 2376 levels the field for challengers and increases scrutiny on incumbents.
- Public safety and efficient services – Offices such as sheriff, recorder and assessor have direct impact on community safety and taxation. Better-informed voters can choose leaders who share Carter’s priorities of safe neighborhoods and sound finances.
HB 2376 was signed by Governor Katie Hobbs on May 13, 2025, becoming Chapter 202 of the session laws. Supporters cite the bill as a practical step toward the transparent, citizen-focused governance that Rep. Carter pledged to deliver for District 4 and the state at large. (Arizona Legislature)
