Delivering Results: Representative Carter’s Legislative Victories in Her First Year
Arizona State Representative Pamela Carter is proving that conservative leadership means getting things done for our community.
Since taking office in January 2025, Representative Pamela Carter has established herself as one of the most effective freshman legislators in the Arizona House of Representatives. Despite serving in her first term in one of Arizona’s most competitive districts, Carter has already secured passage of multiple bills that directly benefit Arizona families, military personnel, and businesses.
Fighting for Arizona’s Military Families
Representative Carter’s signature legislative accomplishment came when she successfully passed HB2009, providing vehicle license tax exemptions for military service members during deployment. This bill originated when constituent Clay Robinson, an Arizona National Guard member, reached out to Carter after discovering that existing law didn’t allow refunds for service members who had already paid their vehicle taxes before receiving deployment orders.
Carter listened, took action, and got results. The bill passed through the legislature and was signed into law—a testament to what responsive, constituent-focused representation looks like.
“Representative Carter and her colleagues were responsive and open to constituent ideas,” Robinson said, praising the team’s work on behalf of Arizona’s military families.
This is representative government at its best: identifying a problem affecting our military heroes and working to solve it.
Championing Arizona’s Energy Future
Carter made national headlines with her creative advocacy for HCR2022, a resolution urging Congress and the President to support construction of more nuclear power plants in Arizona. Using gummy bears to illustrate nuclear fuel efficiency in her committee presentation, Carter explained: “One of these little pellets, the size of a gummy bear—it equals one ton of coal, 17,000 feet of natural gas or 149 gallons of oil.”
The resolution passed both chambers and was adopted, positioning Arizona as a leader in clean, reliable energy. This effort aligns with announcements from Arizona’s three largest utilities—Arizona Public Service, Salt River Project, and Tucson Electric Power—that they’re exploring adding nuclear generation capacity to meet our state’s growing energy demands.
Improving Government Transparency
Carter successfully passed HB2376, which improves county candidate information in clean elections pamphlets. While it may seem like a small technical fix, this government reform measure ensures Arizona voters have better access to information about candidates running for office—strengthening our democracy one improvement at a time.
Protecting Arizonans Through Co-Sponsored Legislation
Beyond her primary-sponsored bills, Representative Carter has been instrumental in advancing important legislation as a co-sponsor:
Public Safety Victories:
- SB1106 – Addressing public entity liability for sexual offenses
- HB2733 – Providing qualified immunity for unmanned aircraft operations
Border Security and National Security:
- HB2374 – Combating transnational repression by foreign adversaries
- HCR2055 – Designating drug cartels as terrorist organizations
Election Integrity:
- HCM2015 – Requiring proof of citizenship for voter registration
Tax Relief for Working Families:
- HCR2021 – Exempting food from municipal taxes
Economic Development:
- HB2679 – Regulating public utilities to protect consumers
- HCR2044 – Supporting domestic mineral and metal supply
Protecting Arizona’s Sovereignty:
- HCR2049 – Asserting Arizona’s sovereign authority
Standing Strong Despite Governor’s Vetoes
Representative Carter has remained committed to her conservative principles even when facing opposition from Governor Katie Hobbs, who has vetoed eight bills Carter supported. These vetoes have blocked important legislation on:
- Immigration enforcement
- School board transparency
- Special education evaluation deadlines
- Government contract transparency
- Academic standards
- Parental rights in education
While these setbacks are frustrating, they won’t stop Representative Carter from continuing to fight for Arizona families, students, and taxpayers.
A Track Record of Conservative Leadership
In just eleven months, Representative Carter has:
- Sponsored 9 primary bills
- Co-sponsored 44 additional measures
- Secured Vice Chair leadership on the Public Safety and Law Enforcement Committee—a rare honor for a freshman legislator
- Passed 3 primary-sponsored measures into law or adoption
- Helped advance 9 co-sponsored bills to enactment
This record demonstrates that Representative Carter isn’t just talking about conservative values—she’s delivering real results for Legislative District 4 and all of Arizona.
What’s Next
As Representative Carter continues her work in the legislature, she remains focused on the priorities that matter most to Arizona families: keeping our communities safe, supporting our military and veterans, keeping taxes low, protecting parental rights in education, and ensuring Arizona’s energy and water security for future generations.
Her constituent-responsive approach—exemplified by the military tax exemption bill—shows that she’s always listening to the concerns of District 4 residents and working to solve real problems.
