Arizona State Representative Pamela Carter is proving that conservative leadership means getting things done for our community.

Since taking office in January 2025, Representative Pamela Carter has established herself as one of the most effective freshman legislators in the Arizona House of Representatives. Representative Carter’s signature legislative accomplishment came when she successfully passed HB2009, providing vehicle license tax exemptions for military service members during deployment. This bill originated when constituent Clay Robinson, an Arizona National Guard member, reached out to Carter after discovering that existing law didn’t allow refunds for service members who had already paid their vehicle taxes before receiving deployment orders.

Carter listened, took action, and got results. The bill passed through the legislature and was signed into law—a testament to what responsive, constituent-focused representation looks like.

Carter made national headlines with her creative advocacy for HCR2022, a resolution urging Congress and the President to support construction of more nuclear power plants in Arizona. Using gummy bears to illustrate nuclear fuel efficiency in her committee presentation, Carter explained: “One of these little pellets, the size of a gummy bear—it equals one ton of coal, 17,000 feet of natural gas or 149 gallons of oil.”

The resolution passed both chambers and was adopted, positioning Arizona as a leader in clean, reliable energy. This effort aligns with announcements from Arizona’s three largest utilities—Arizona Public Service, Salt River Project, and Tucson Electric Power—that they’re exploring adding nuclear generation capacity to meet our state’s growing energy demands.

Improving Government Transparency

Carter successfully passed HB2376, which improves county candidate information in clean elections pamphlets. While it may seem like a small technical fix, this government reform measure ensures Arizona voters have better access to information about candidates running for office—strengthening our democracy one improvement at a time.
